This was backburnered for the past several weeks while I worked on other things, but I pulled it out this weekend and had a writing marathon on it. I finally have a plausible explanation for how the characters ended up in this relationship (beyond "author didn't want to use an OC and this was the only canon character that could make the dynamic work"), and the plot's pulling together. Hopefully I'll be done drafting and moving onto editing soon.
